摘要
建设单位与监理单位应是合同关系 ,监理单位应是建设单位唯一的施工现场管理者 ,应是独立于建设单位与承建单位的第三方。建设单位不应越过监理单位直接进行现场施工的管理。施工现场的监理人员也应在监理机构的统一领导下开展监理工作 ,而不应直接接受建设单位的指挥 ,建设单位与监理单位应合理分工、互相配合、各司其职 。
It’s the contract relations between construction unit and supervisor management unit.The S.M.U. is the only management of construction spot and is individual third one.The C.U. shouldn’t straight construct cross S.M.U. So does S.M.U. Both sides should devide the work reasonably cooperate each other and assume its own responsibility.This realizes their common object more efficiently.
