摘要
三峡库区山地生态系统优化调控,最基本和核心的问题是协调人地关系,进行土地利用结构调整。为此,以水土流失控制和农林复合系统建设为主线,以坡改梯、中低产田土改造,发展果园、茶园和桑园,植树造林和25°以上坡耕地退耕还林、还草等为对策要点,建立了以模糊最优化技术为基础的多目标决策模型,给出了高目标、中高目标、中低目标、低目标的优化调控方案,并对调控方案进行了综合分析与评价,推荐较满意的中低目标方案和低目标方案,供决策者选用。
It is indicated that coordination of man with land and regulation of the land use structure are the most basic and key aspect of optimum adjustment on the mountain ecosystem in the TGP Area. For controlling soil erosion and building the agriculture and forest ecosystem, the major countermeasures included building terraced fields on the slope land, improving low yielding cultivated fields, developing some kinds of fruit, tea and silk, developing forests, and resting and reforesting on the steep slope land are suggested. Moreover, a multi-objective decision model based on fuzzy mathematical optimization technique is developed. Four optimal decision projects respectively with high objective, higher objective, lower objective and low objective are provided. By comprehensive analysis and evaluation of these optimal decision projects, two optimal decision projects with lower objective and low objective which are more satisfactory and applicable are introduced to the decision making body.
