摘要
人力资源的流动是全球经济一体化的主要特征,流动人力资源是人力资源中最具活力的主体.本文就流动人力资源的作用与流动形式,流动人力资源的主要问题及对策进行了的阐述和分析.提出人力资源大国实现'终身职业能力教育'与人力资源规划、开发、利用、流动、管理一体化的构想;提出了提高入力资源的开发和大市场的配置能力,走制度创新和与国际接轨的道路,使人力资源建设与教育发展同步的新对策.
The mobility of human resources is one of the most important features of the world economic organic whole and the mobile human resources are the most vigorous principal parts of human resources. This article convincingly expounds and analyzes the action?main?problems and countermeasures of the mobile human resources.The ideas that 'exploiting professional ability education'and the planning?exploting?using?moving and mananging of human resources will have become an organic whole in a large country have been put forward. lt′s also raised to improve the exploiting ability of human resources and the one to match with the big market.The article further deals with some new countermeasures how to bring forth new systems suited to the world and new systems suited to the world and how to synchronize the construction of human resources and the development of education.
