摘要
巴黎公社首创了公仆原则,即干部由人民群众选举与监督的原则、艰苦朴素与廉洁奉公的原则、关心群众与为群众谋利益的原则。苏联社会主义违背了这一原则,没能有效防止党和国家的干部由社会公仆变为社会主人,这是苏联社会主义失败的一个重要原因。中国特色社会主义应坚持这一原则,注重在实践中妥善处理社会主人与社会公仆的关系,这是中国社会主义立于不败之地的一个重要因素。
The Paris Commune initiates the principle of public servants, which contains the principles of cadres elected and supervised by the people's masses, of plain living and hard work as well as honesty in the interest of the public and care for the masses. One of the important reasons for the failure of socialism in USSR is that it violated the principles and failed to stop the Party and state cadres becoming social masters from social servants. As a major factor for the success of China's socialism, China adheres to this principle in socialism with Chinese characteristics and stresses the proper treatment between socialism and social public servants.
