摘要
本文是一篇探讨项目评价的文章。文章根据技术引进项目的特点,指出了现行评价方法的不足,提出了用多指标体系综合评价以全面、真实反映项目效益的设想。文中从实际出发,选择了评价技术引进项目的五大类21个指标,井在评价中引入了反映宏观决策需要的政策性指标,以实现国家对技术引进的宏观指导。
This is a thesis about the method of project evaluation. According to the character of Import Technology and Equipment, the insufficiency of the present evaluation method is pointed out and the thought of multiobjective evaluation to reflecting the result of the project overall and exactly is put forward. The thesis practically selectes 21 indices (5 kinds) of evaluating the project With the view of realizing the national direction in Import Technology and Equipment, the policy index that it reflects the need of macro-decision making is drawn in the evaluation The thesis makes with the method of Fuzzy Theory in multiobjective evaluation for the project of Import Technology aud Equipment. The characteristic function is substituted with the membership function in the evaluation. And, the method of building the membership function is given. With the help of this function: it can be avoided to make such judgement as it's very difficult to know good or bad. In order to judge which project is best, the method of comparison among different projects is provided with the Fuzzy Theory in the Thesis
