摘要
我国目前的战略规划编制与管理 ,涉及到建设部、国土资源部和国家计委三大部委 ,已经或准备编制的战略性规划有国土规划、城市总体规划、城镇体系规划、土地利用总体规划、近期发展计划和长远发展战略等。在我国战略规划编制与管理中 ,存在着部门职能交叉、规划内容重复、规划空间重叠、部门管理与地方要求条块矛盾等问题 ,这不仅影响到这些规划本身的权威性和有效实施 。
The national territory planning, urban master plan, urban system planning, land use planning, short and long term strategic development planning are all under to be drawn up. The contradictories among those works and their management exist in many areas, such as different views between central authorities and localities in terms of content and planning areas. Those contradictories are obstacles in the process of our planning legislation construction, while brings negative impact to planning power and implementation.
