摘要
评述了国内外学者在洪水保险政策、体制、模拟模型与数据库管理等方面的研究,探讨了我国蓄滞洪区洪水保险中的问题与发展趋势.建议研究蓄滞洪区洪水保险政策与分蓄洪区土地合理利用,减少分洪损失等方面的问题;同时建立保险损失风险模型预测洪水保险损失,模拟保险损失分布;据此,计算蓄滞洪区的洪水保险费,并依据洪水保险基金积累模式推导盈余过程的分布规律,检验保险人的偿付能力,及时调整承保策略.
The paper comments on the domestic and international scholar's researches in such aspects as insurance policy of the flood, system, simulation model and data base management. In the meantime the problem and development trend of the flood insurance in the flood storage and detention areas are discussed. This paper proposes studying the relations between flood insurance policy and the rational land use, flood diversion loss reduction, etc.; establishing insurance loss risk model to predict flood insurance loss and to simulate insurances loss distribution. Hereby the flood insurance premium is calculated and the distribution law of surplus process is derived according to accumulation mode of the flood insurance fund to check insurer's solvency and adjust the insurance tactics in good time.
