摘要
我国行政审批制度改革在取得巨大成就的同时 ,存在严重的“理念缺乏症”问题。突破改革困境的根本出路在于把握改革的“从管制到服务”的内在趋势 ,注入新的改革理念 ,在于以审批制度改革为契机 ,通过实行五大战略 (核心战略、结果战略、顾客战略、控制战略和文化战略 )来演绎这一改革理念 ,从而变革管制型政府体制的DNA 。
The reform in the government approval system has achieved great progress while there still exists a serious problem of lack of value.To make a break through in the reform,it requires to move on the transition trend of 'from ruling to serving' value,by carrying on the five strategies,i.e.,the core strategy,the output strategy,the client strategy,the control strategy,and the cultrue strategy.
