以1998年信息产业部成立为标志,中国信息产业进入了一个新的发展时期。五年来,通信业在发展中改革,在改革中发展,全行业实现了大发展、大变革。五年来,全国信息产业增加值占国内生产总值的比重由1997年的2.3％提高到现在的5.7％,电话用户总数跃居世界第一位,,电话普及率达到33.7％,互联网上网人数跃居世界第二位。五年来,通信管理体制实现由政企合一向政企分开、依法管理的转变;通信发展模式实现由垄断经营向竞争开放的转变。在2003年的全国信息产业工作会议上,吴基传部长代表本届政府做了全面盘点。
Marked by the establishment of Mil in 1998, the information industry of China entered a brand new
stage for development. The last five years witnessed a continuous advancement in the reform; opening up and modernization
Ldrive with splendid achievements recorded. And in these years, the information industry has fulfilled a historical leapfrog in the
comprehensive strength at the highest growth rate. Under the leadership of CPC and the State Council, the information industry held high
the banner of Deng Xiaoping Theory, fully acted on the important thought of Three Representations, actively responded to the changes in
domestic and international environment and recorded eye-catching achievements in the process of reform and development.
The National Information Industry Working Conference 2003 was held from Jan. 20th-21 st. In the keynote speech entitled Acting Further on The 16th Congress Spirit and Promoting Leapfrog Growth of Information Industry, Mr. Wu Jichuan, Minister of Information Industry, summarized the work of the past five years and of 2002, assigned the tasks to be fulfilled in 2003. He said that we should grasp the strategic opportunities, carry forward our cause into the future, keep pace with the development of the times and promote a new leapfrog development in our industry so as to contribute to the grand goal of building a well-off society in an all-round way.
