摘要
财政政策是国家在一定时期为了实现一定的经济目标,在财政领域所采取的手段和措施。中国实施积极的财政政策以来,经济增长保持了较高的水平,但同时也面临着财政赤字率、债务负担率提高过快的事实,严重地影响了财政收支平衡任务的实现。为此,本文针对中国的财政现状,认为调整财政支出结构,增加财政贴息不失为一种较好的促进经济增长的手段。
The fiscal policy has long been implemented by the government as a means and measure in the fiscal field to realize a certain economic goal within a period. Since the implementation of the initiative fiscal policy, the economic development has been maintained at relatively high speed. However, we have been faced with the fast growing fiscal deficit rate and liabilities rate, which has greatly jeopardized the realization of the budget balance. The present economic situation being like this, this paper points out that adjusting the structure of the fiscal payment and increasing the fiscal interest deduction can yet be regarded as a better means to promote the economic growth.
