摘要
经济体制改革政策的不断推出使生产力布局发生了急剧的转变,加工工业逐步由中心城市向原材料产地延伸,加剧了原材料的供应缺口,尤其是新旧体制交替中的摩擦,使上海经济面临一系列的重大挑战。上海经济中出现地方财政收入两度滑坡且愈演愈烈,这并非偶然现象。因此,对于滑坡遏制措施的探索,必须从外部环境和内部机制及其相互作用等方面入手研究。
This article makes a relatively deep exploration into the ways of checking the 'landslide' of local fiscal revenue in Shanghai's economy viewing from the external environment and internal mechanism and their interrelated functions.
