摘要
人类在几十年的环境保护的实践中,曾经建立及实施过许多末端控制的环境污染防治的措施和技术,但收效甚微,出现了治不胜治的局面,20世纪九十年代国际环境保护战略的重大转折就是实施污染预防,推行清洁生产。
For decades, in order to protect environment against pollution, human beings introduced quite a number of terminally controlling measures and techniques. But they achieved little, making pollution control more and more difficult. In the 1990s, global protective strategy was sensibly switched to preventing pollution and practising cleaner production.
