摘要
西方国家认为,在市场经济中和在一定条件下,劳动和社会关系可以协商谈判来调解并达到维护各方合法权益的目的,故而形成起由政府、雇主组织和工会三方为主体组成的三方协商机制。
It is deemed in the Western Countries that, under a certain condition in the market economy, the relations between the labor and the society can be medicated by means of the consultation and negotiation and it can reach the purpose for maintaining the lawful rights and interests in all respects, therefore, the tripartite negotiation mechanism is made up by the three parties including the Governments , employer organization and the Trade Union as the main body.
