摘要
当前我国的"困难群众"即弱势群体问题比较突出。基于全面建设"小康社会"的现实需要和社会公平的价值理念,国家和社会应对弱势人群给予高度的关注和支持。过去的社会政策着眼于对弱势群体成员基本物质生活的补偿,而对如何消除社会排斥、促进社会整合以帮助他们最终摆脱困境则关注不足。在建构新的社会政策模式与体系时,应当将二者有机地结合起来。
At the present, the vulnerable groups become a serious social problem in China. In view of the idea of social justice and the current need to allsidedly build China into a 'comparative welloff society', the government and the society should pay close attention to them and help them by the social policies. The present policies lay stress on 'compensation', namely, help them lead a basic living. It neglects the importance of how to eliminate the 'social exclusion' and realize the 'social integration'. Therefore, it is necessary to introduce a new social policy model to combine the two goals.
