摘要
乡镇卫生院能否以及多大程度上得到发展 ,直接关系整个农村卫生改革与发展的成效。业已存在的“体制不顺、投入不足、布局不合理、认知偏差、设备陈旧、人员素质偏低、外环境紧”等 ,使湖南乃至全国的乡镇卫生院内外交困。只有理顺体制、搞活机制、明晰功能、严格管理、整治好环境 ,湖南乃至全国的乡镇卫生院才能走出困境 ,持续发展。
Whether clinics in village and township can develop and to what extent they can develop is closely related to the performance of rural health reform and development. Similar problems occur simultaneously in villages and township in Hunan and same in China, that is, inflexible mechanism, insufficient investment, unreasonable structure, biased awareness, out-dated equipment, unqualified personnel and tight external environment. By means of establishing system reformation, flexible mechanism, distinct function, strict management and favorable environment can make clinics in township and villages get out of trouble and achieve sustainable development.
