摘要
公共政策是对社会的价值作权威性的分配。考察政策分配对农民经济收入的影响 ,不仅能够揭示农民在分配体系和国家生活中的地位 。
Public policy making aims at an authoritative distribution of social values. An examination of the policy distribution's impact on the peasants income helps to reveal both the peasants position in the distribution system and national life and the causes for peasants poverty.
