摘要
从代价入手,提出腐败与代价的关系问题,腐败是不是代价?腐败是必然性的代价还是可避免的代价?在得出腐败的代价可以避免的结论之后,着重指出了避免腐败滋生的办法:一是从宏观上健全法制,加强法治;二是从微观上针对腐败加以制度设计。
With cost as the start point, this article discusses the relation between corruption and cost, then it asks and answers the question whether corruption is a cost? and whether corruption could be avoided or not? After drawing the conclution that corruption is not the inevitable cost, the author points out the ways to avoid corruption. On the macro level, legal system should be completed to strenghthen the rule by law. On the micro level, we should enhance the design of system .
