摘要
日益勃兴的民办教育正在面临着来自长期计划经济体制的历史惯性的严重困扰,主要是产权不明晰、不允许营利、待遇不平等、穿新鞋走老路。破解困扰的根本对策,首先是打造公正、明确、具体的法制平台;其次是构建与市场经济体制相适应的、与不同类型教育相互衔接的体制平台;再次是营造催人奋进的舆论平台。
The dailygrowing privatefinanced education is seriously troubled with the historical limitations caused by the longtermed planning economic system of our country, such as obscure property right, profit prohibition, inequal treatment and adherence to the old policy despite the changed situation. To completely get rid of this trouble, first of all, we must establish a just, clearlydefined and specific system of law. Secondly, we must manage to shape an workable educational system adaptable to market economy and sequenced with other different types of education. And finally, we must try to create an inspiring climate of social opinions.
