摘要
俄罗斯的基谢廖夫斯克大坝、季尔良斯克大坝和中国的喀什一级大坝,相继在20世纪90年代溃决,造成了巨大损失。这3座大坝的溃决和其它一些大坝的事故表明,为确保大坝安全运行,防止溃坝的发生,必须防范在先,经常复核大坝防洪能力,及时地科学地对大坝进行加固改造,强化管理,杜绝盲目调度和出现重大失误。
Two dams in Russia and one dam in China breached in1990s respectively have made a great loss.Those accidents and others showed that to recheck the flood-control capacity and reinforce scientlficly and duly is necessary for dam safety operation as well as avoiding dam failure,so strenghening management,stopping blindfold regulation and avioding mistake should be often performed.
