摘要
回顾了日本五次全国综合开发规划的发展演变历程 ,评介了“2 1世纪的国土总体设计”产生的背景和要点 ,以及近年来相应的行政改革措施和动态。日本新一轮国土规划注重区域间均衡发展 ,通过地方参与和区域合作的方式 ,保护地方文化特色、城镇个性、自然环境和历史环境 ,实现建设生活大国的发展目标。
This paper reviews the process of making the National Land Development Plans of Japan from the first to the 5th, and discusses the background and key concerns of 'Grand Design for the 21st Century' as well as administration reform in the past few years. By local participation and regional cooperation, the new plan maintains the cultural identity of the local towns, protects the natural and historic environment, and constructs the great living country.
