摘要
在分析农民收入水平和收入来源结构基础上 ,借鉴相关理论观点 ,构建了农民增收的政策分析框架。对农业结构调整、发展非农产业、城镇化和减轻农民负担等政策的作用机理和政策效率进行了考察 ,认为农业结构调整和减轻农民负担政策在一定程度上有利于农民收入增长 。
On the basis of analyzing the farmer′s income level and its composition,a policy analysis framework on increasing farmer′s income is built by using the reference of related theories and opinion.The function mechanism and efficiency of the four policies—agricultural structural adjustment,nonagricultural sector development,urbanization and alleviation of farmer′s burden are analyzed.The analysis shows that the policy of agricultural structural adjustment and alleviation of farmer′s burden are favorable to increase farmer′s income,but in long term,however,the policy of nonagricultural sector development and urbanization could be the fundamental solution.
