摘要
“网红儿童”现象作为数字时代的新兴社会议题,正引发深刻的伦理困境。“网红儿童”在“从被看见到被消费”的过程中,其童年被“透支”,发展权、隐私权等基本权益陷入“数字囚笼”,面临教育“真空”与发展“歧路”的风险。其伦理失范的结构性根源在于:监护人角色从“养育者”到“经纪人”的变形、平台“算法至上”的商业逻辑,以及社会公众“围观式”消费共同作用下的非自觉“合谋”。破解此困境的治理路径包括:通过法律与政策的“硬约束”筑牢权益“防火墙”;推动平台伦理“软治理”,实现从“算法导向”到“儿童中心”的转向;倡导家庭教育的“价值回归”,重申“育人”本质;重塑社会文化,引导公众从“围观”到“守护”的理性觉醒。
In a highly complex and uncertain society full of risks,the enhancement of the resilience of megacities and super-large cities to reduce their vulnerability to risks has become a pressing issue.The study,based on a threedimensional analytical framework of“Technology,Institution,and Society”(TIS)supported by the Sociotechnical Systems Theory and Complex Adaptive Systems Theory,employs a dynamic QCA method to investigate the configurational pathways and dynamic evolution of key factors influencing urban resilience with the panel data from 22 megacities in China between 2018 and 2023.The findings reveal that no single factor constitutes a necessary condition for the achievement of high-level urban resilience.Instead,multiple pathways,including technology-institution synergy,technology-society synergy,technology-dominant synergy and innovation-led synergy with talent support,can drive high-level resilience.While these configurational pathways remain generally stable over time and space,they exhibit dynamic adaptive characteristies in response to major external shocks.Digital technology emerges as the core enabling element and driving force for the enhancement of city resilience.The study suggests further strengthening of the enabling role of digital technology and implementation of differentiated strategies tailored to cities'specific endowments,thereby facilitating the intelligent transformation and upgrading of city resilience governance.
