摘要
主体功能区战略是我国实现空间治理现代化的重大创新与重要手段,但主体功能区规划在融入国土空间规划体系后,主体功能区政策如何实现,仍未达成共识。文章梳理主体功能区政策的演变,分三个阶段探索不同时期的研究重点与实践重点,对主体功能区战略的价值进行再研究,分析主体功能区规划在融入国土空间规划体系后仍然存在的主要问题;比较主体功能区政策与用途管制体系的差异,总结县级行政区在空间治理体系中的重要作用,从而明确主体功能区政策的重点在于县级行政单元;提出以县级单位为重点的主体功能区政策框架,强调目标、政策、指标、绩效的一致性,并以自然资源领域政策为重点,搭建“3+N”政策体系,实现差异化的指标传导、考核机制与常态化的评估机制建设,推动主体功能区规划落地。
The major function zones strategy is a significant innovation and important means for China to achieve modernization of spatial governance.After its integration into the territorial spatial planning system,however,there is still no consensus on how to implement its spatial policies.This article explores the evolution of spatial policies in the major function zones in three stages,exploring the research and practical focus in different periods.It further studies the value of the major function zones strategy,analyzes the main problems that still exist after its integration into the territorial spatial planning system,and compares the differences between the major function zones spatial policies and the use control system.Based on a summary of the important role of county-level administrative regions in the spatial governance system,it is made clear that the focus of strategic spatial policies in the major function zones is on county-level administrative units.Finally,a policy framework for the major function zones with countylevel units as the focus is proposed,emphasizing the consistency of goals,policies,indicators,and performance.With natural resource policies as the focus,a"3+N"policy system is established to achieve differentiated indicator transmission,assessment mechanisms,and normalized evaluation mechanisms,in order to promote the implementation of the major function zones.
