摘要
本文探索深圳市宝安区医育结合托育服务创新实践。在机构层面,深圳市宝安区妇幼保健院(以下简称“宝安妇幼”)自主建设并运营2家普惠性托育园;在区域层面,宝安妇幼挂牌宝安区婴幼儿照护服务指导中心,在深圳市宝安区卫生健康局领导下统筹全区托育机构卫生保健指导及行业管理。本文从托育体系建设、专业培训机制、监督管理创新和人才培养模式四个维度,探讨公立医院开展托育服务的模式构建及全区托育管理的实施路径,将医疗保健资源与托育服务有机结合。实践表明,该模式有效提升了托育服务品质,形成了可复制的区域示范样本,为完善生育支持政策体系提供实证依据。
This paper investigates the innovative practice of healthcare and childcare integration in childcare services in Baoan District,Shenzhen City.At the institutional level,Shenzhen Baoan Women’s and Children’s Hospital(hereinafter referred to as“Baoan WCH”)independently has established and operates two affordable childcare centers.Regionally,Baoan MCH has been designated as the Baoan District Infant Care Service Guidance Center.Under the leadership of the Shenzhen Baoan District Health Bureau,Baoan WCH coordinates health care guidance and industry management for childcare institutions across the district.This paper explores the model construction of childcare services provided by public hospitals and the implementation pathways for district-wide childcare management from four dimensions:childcare system construction,professional training mechanisms,supervisory management innovation,and talent cultivation models,with the goal of integrating medical and health care resources with childcare services.The findings demonstrate that this model significantly enhances the quality of childcare services,creates a replicable regional demonstration model,and provides empirical evidence to support improvements in the reproductive support policy system.
