摘要
上海作为全过程人民民主重大理念和人民城市理念的重要诞生地和首提地,肩负着打造“人民城市最佳实践地”“全过程人民民主最佳实践地”“习近平文化思想最佳实践地”的时代使命。三个“最佳实践地”并非孤立存在,而是存在深刻的有机联系。三者与以人民为中心的发展思想构成“体用”关系:以人民为中心是“体”,三个“最佳实践地”是“用”。从内在联系看,三者在价值理念上高度契合、理论支撑上同源共流、实践路径上相互贯通、发展成效上彼此赋能。推动三者一体化建设,是上海落实习近平总书记考察上海重要讲话精神、推进城市治理现代化的关键举措。本文基于这核心逻辑,从关系形态、内在联系、发展前瞻三个维度展开研究,结合上海实践案例,探索三者有机融合的实现路径,为上海建设现代化人民城市提供理论参考与实践指引。
As a crucial birthplace and practice ground for the major concepts of whole-process people's democracy and the people's city,Shanghai shoulders the historic mission of building itself into the"Best Practice Ground for the People's City",the"Best Practice Ground for Whole-Process People's Democracy",and the"Best Practice Ground for Xi Jinping Thought on Culture".These three"Best Practice Grounds"are not isolated entities but are organically interconnected.They form an"Essence-Function"(Ti-Yong)relationship with the people-centered development philosophy,where the people-centered approach is the"Essence"(Ti),and the three"Best Practice Grounds"are the"Function"(Yong).In terms of inherent connections,the three share highly consistent value concepts,originate from the same theoretical foundation,are mutually reinforcing in practical paths,and empower each other in development outcomes.Promoting their integrated development is a key measure for Shanghai to implement the spirit of General Secretary Xi Jinping's important speeches during his inspection of Shanghai and advance the modernization of urban governance.Based on this logic,this paper conducts research from three dimensions:relational form,inherent connections,and development prospects.Combined with practical cases in Shanghai,it explores the implementation paths for the organic integration of the three,providing theoretical references and practical guidance for Shanghai's construction of a modern people's city.
