控制与自主的平衡:全球中小学教材制度比较研究

摘要 基于对全球各地当代中小学教材制度的考察,本文聚焦国家控制与市场自主的内在张力,系统比较了不同国家在教材编写、审定、选用、出版发行及供应等环节的共性与差异。通过审视各国在教材各个制度环节的实践,揭示了在不同文化和教育理念差异下,不同国家如何在“确保教育质量与国家意志”与“激发专业活力与市场响应”之间进行制度性权衡。研究发现,各国教材在国家控制力度与各环节的实施方式上各具特色,教材在保持国家主导、制定一定专业标准的同时,引入了市场机制与社会参与,在控制与自主的张力中寻求动态平衡。 Based on a comprehensive review of contemporary textbook systems for primary and secondary education across various countries and regions,this paper examines the intrinsic tension between state control and market autonomy.It systematically compares the institutional designs and practical implementations of textbook development,review,selection,publication,distribution,and supply in different national contexts.By analyzing the operational practices at each stage,this study elucidates how diverse countries engage in institutional trade-offs between“ensuring educational quality and aligning with state agendas”and“fostering professional initiative and market responsiveness,”against the backdrop of varying cultural and educational philosophies.The research reveals that while national leadership and the establishment of professional standards remain prevalent,the incorporation of market mechanisms and societal participation has introduced distinct characteristics in the degree of state control and the modalities of implementation across different systems.Ultimately,textbook governance worldwide reflects an ongoing endeavor to achieve a dynamic equilibrium between control and autonomy throughout its operational chain.
