协同转化与能力培育:转制科研院所技术经理人发展的SWOT驱动路径

Collaborative Transformation and Competency Cultivation:A SWOT-driven Approach to Technology Manager Development in Restructured Research Institutes

摘要 系统探讨科技创新驱动发展战略背景下,如何有效培育转制科研院所的技术经理人队伍,以促进科技成果的高效转化。在分析成果转化主体协同关系及技术经理人能力体系及其与成果转化全流程服务逻辑的基础上,运用SWOT分析法(态势分析法),系统且全面地剖析转制院所的内部优劣势与外部机遇威胁。制定并协同推进四大培育策略:SO策略,依托自身技术底蕴与资源禀赋,借力国家政策,搭建产学研协同平台,构建专业化培养体系,加速技术转化落地;WO策略,针对市场意识薄弱等短板,通过优化人才结构、完善转移体系来适配政策导向;ST策略,凭借专业人才优势应对市场竞争,聚焦核心领域提升转化竞争力;WT策略,通过健全激励机制以防范人才流失等潜在风险。通过SO、WO、ST、WT四大策略的协同发力,能够系统性地为转制科研院所培育出高素质的技术经理人队伍,从而有效破解成果转化难题,提升转化效率,最终服务于国家科技创新驱动发展的战略目标。 Under the background of the innovation-driven development strategy,how to effectively cultivate a team of technology managers in transformed research institutes was systematically explored to promote the efficient transformation of scientific and technological achievements.On the basis of in-depth analysis of the collaborative relationship among the main bodies of achievement transformation,the competency system of technology managers and its service logic with the whole process of achievement transformation,the SWOT analysis method was used to systematically and comprehensively analyze the internal advantages and disadvantages,as well as external opportunities and threats of transformed research institutes.Four major cultivation strategies are formulated and promoted in a coordinated manner.The SO strategy,which relies on its own technical heritage and resource endowments,leverages national policies,builds an industry-university-research collaboration platform,constructs a professional training system and accelerates the implementation of technology transformation.The WO strategy,addresses shortcomings such as weak market awareness by optimizing the talent structure and improving the transfer system to adapt to policy orientations.The ST strategy,relies on the advantage of professional talents to cope with market competition and focuses on core fields to enhance transformation competitiveness.The WT strategy,prevents potential risks such as brain drain by improving the incentive mechanism.Through the coordinated efforts of the four strategies(SO,WO,ST,WT),a high-quality team of technology managers can be systematically cultivated for transformed research institutes,thereby effectively solving the problems in achievement transformation,improving transformation efficiency and ultimately serving the national strategic goal of innovation-driven development.
