摘要
青年干部作为基层治理现代化的关键主体,其选拔与培养机制的有效性成为基层组织工作的核心议题。受县域人事结构“事务类型-激励属性”的影响,刚进入乡镇体制的青年干部面临常规工作吸纳、综合能力历练不足、业绩平台稀缺以及晋升机会竞争激烈等多重成长困境。县域重点任务具有构筑一线治理场景、搭建政治激励平台、打破层级委托-代理关系以及识别优秀后备干部的重要功能,从而为乡镇青年干部在常规培养路径之外提供了“一线选拔”的成长机会。作为干部培养和激励的重要组织机制,一线选拔既增强了青年干部培养体系的实践性、有效性与包容性,同时也优化了基层人力资源配置,集中体现了我国青年干部在培养中选拔与在选拔中培养相结合的优良成长路径,对于提升基层治理效能具有重要意义。
Youth cadres are key to grassroots governance modernization.Their selection and training mechanisms are critical to grassroots governance.Influenced by county-level personnel structures,newly-entered youth cadres face challenges including familiarization with routine tasks,limited experience and training,lack of platform for accumulating measurable merit,and intensified promotion opportunities.County-level key tasks provide front-line governance scenarios,political incentives,breaking hierarchical principal-agent relations,and identifying high-potential reserve cadres,to offer opportunities beyond regular training paths.Front-line selection enhances the practical effectiveness of youth cadre training systems and optimizes human resource allocation at the grassroots level.It combines selection and cultivation that improves governance efficiency.
