摘要
在全球数字化转型加速的背景下,数据作为新型生产要素正在深刻重塑经济、社会与产业结构,科学评估其价值已成为推动数字经济高质量发展的关键。研究发现:2016~2022年,中国数据资本形成额由13511.98亿元增长到31683.55亿元,年均增速约为15.26%;数据资本形成额占国内生产总值的比重保持在1.70%至2.62%之间,与加拿大、荷兰和澳大利亚等国的测算结果相近;从行业分布看,信息传输、软件和信息技术服务业、建筑业和制造业长期占据主导地位,金融业和批发零售业的资本形成额增速明显。为此,应深化统计核算体系改革,科学纳入数据资产核算;建立职业分类统计制度,夯实数据资产核算基础;同时,应构建数据要素导向型产业政策体系,加快传统行业数字化转型,为充分发挥数据资产在推动经济增长和产业升级中的作用提供坚实的制度保障与统计支撑。
Scientifically evaluating the value of data has become crucial for promoting high-quality development of the digital economy.The study finds that,from 2016 to 2022,China's data capital formation amount increased from RMB 1,351.198 billion to RMB 3,168.355 billion,with an average annual growth rate of approximately 15.26%;the proportion of data capital formation amount in GDP remained between 1.70%and 2.62%,which is close to the measurement results of countries such as Canada,the Netherlands,and Australia.In terms of industry distribution,the information transmission,software,and information technology services industry,construction industry,and manufacturing industry have long held dominant positions,while the growth rate of gross capital formation in the financial sector and wholesale and retail trade has been notably significant.To this end,it is necessary to deepen the reform of the statistical accounting system and scientifically incorporate data asset accounting;establish a statistical system for occupational classification to consolidate the foundation of data asset accounting.Meanwhile,we should also build a data factor-oriented industrial policy system and accelerate the digital transformation of traditional industries,providing solid institutional guarantees and statistical support for fully leveraging the role of data assets in promoting economic growth and industrial upgrading.
