开发区水土保持区域监测技术体系构建与展望

摘要 开发区水土保持区域监测是水土保持监测领域的新探索,随着“放管服”改革不断深入,亟须解决区域监测的技术体系构建问题。应用国产高分辨率遥感影像、无人机遥感、地面定位监测和调查、信息管理系统等技术手段,探索开发区水土保持区域监测技术体系,构建了基于“天、空、地、网”链路的开发区水土保持区域监测技术体系框架。开发区层面,对整体水土流失现状、土石方挖填和堆置情况、水土流失防治情况进行监测;生产建设项目层面,对方案编报情况、防治责任范围、扰动面积、土石方流向、水土保持措施落实情况等进行监管,加强对人为水土流失风险的跟踪预警,提升开发区水土保持工作水平。结合水土保持高质量发展的要求,同时探讨了开发区区域监测相关技术的发展方向。开发区水土保持区域监测技术体系的探索和创建,有助于明确开发区水土保持监测工作内容,统一监测技术标准,可为开发区水土保持区域监测工作提供支持。 The regional monitoring of soil and water conservation in development zones represents a new exploration in the field of soil and water conservation monitoring.As the"streamlining administration,delegating powers,and improving services"reform continues to deepen,there is an urgent need to address the construction of a technical framework for regional monitoring.By utilizing Chinese high-resolution remote sensing imagery,drone remote sensing,ground-based positioning monitoring and surveys,and information management systems,this study explored the technical framework for regional monitoring of soil and water conservation in development zones.A regional monitoring technology system framework for water and soil conservation in the development zone was constructed based on the"space,sky,ground,and network'linkages.This framework includes monitoring the overall soil erosion status,earthwork excavation,filling.and stockpiling,as well as soil and water conservation measures at the development zone level.At the production and construction project level,it monitors the preparation and submission of plans,the scope of conservation responsibilities,disturbed areas,earthwork flow,and the implementation of soil and water conservation measures.This enhances tracking and early warning of anthropogenic soil erosion risks,improving the level of soil and water conservation efforts in development zones.In line with the requirements for high-quality soil and water conservation development,the study also explored the future directions for regional monitoring-related technologies in the development zone.The exploration and establishment of this regional monitoring technology framework clarifies the monitoring tasks for soil and water conservation in development zones,standardizes monitoring technology criteria,and provides support for regional monitoring efforts in development zones.
