摘要
我国温带季风气候区河流面临汛期洪水集中宣泄与非汛期生态基流严重亏缺的时空错配问题,传统防洪工程在保障水安全的同时加剧了河流生境的破碎化,探索将洪水资源化利用与生态修复深度融合的系统治理模式已成为破解区域高质量发展瓶颈的关键路径。本文通过文献归纳、理论与问题辨析、案例分析等,系统梳理了洪水的资源性、功能性及利用的现实性等理论与问题,并以沂河为典型案例,深度剖析了其梯级拦蓄、跨域调水、生态流量管控等治理措施,构建了以洪水脉冲、基础生态学理论为基础,以梯级拦蓄、连通调控为手段,以水文-生态过程耦合为机理,以阈值管控为界限的温带季风气候区河流生态修复模式,以期实现洪水资源化利用与区域高质量发展的多目标协同。该模式可为我国温带季风气候区河流从工程防控向生态协同治理转变提供参考。
Rivers in temperate monsoon climate zones in China face a spatiotemporal mismatch between concentrated flood discharges during the flood season and severe ecological baseflow deficiencies during the non-flood season.While traditional flood control projects ensure water security,they concurrently exacerbate river habitat fragmentation.Therefore,developing a systematic governance model that integrates flood resource utilization with ecological restoration has become a key pathway for addressing bottlenecks in regional highquality development.Based on literature review,theoretical and problem analysis,and case studies,this paper systematically examined the theoretical and practical dimensions of flood resources,including their resourceoriented nature,functional attributes,and utilization feasibility.Taking the Yihe River as a typical case,it provided an in-depth analysis of governance measures such as cascade storage,inter-basin water transfer,and ecological flow regulation.A river ecological restoration model for temperate monsoon climate zones was proposed,grounded in flood pulse and fundamental ecological theories,implemented through cascade storage and connectivity regulation,driven by hydrological and ecological process coupling,and constrained by threshold control.This model aims to achieve multi-objective synergy between flood resource utilization and regional high-quality development,offering a reference for transitioning rivers in temperate monsoon zones from engineering-based flood control to collaborative ecological governance.
