摘要
随着我国水利水电工程数字孪生、智能大坝建设开发的迅猛推进,对工程安全监测数据的需求益发突出。现有监测系统规模失当是工程中较为常见的现象,对于特定的水利水电工程,其监测系统的规模及构成值得深入思考与研究,水利水电工程高质量建设、高水平发展必然要考虑其技术经济合理性,为尽快开展水利水电工程安全监测设计后评价试点工作,应尽早出台《水利水电工程安全监测设计后评价技术导则》。在参考国内外工程安全监测的先进理念并结合工程安全监测实际需求的基础上,借鉴国内水利水电行业开展工程后评价的理念和做法,提出了水利水电工程安全监测设计后评价的目标和原则,并初步拟定了主要工作内容和方法,旨在为制定《水利水电工程安全监测设计后评价技术导则》提供基础。
With the rapid advancement in the implementation of digital twins and smart dams for water resources and hydropower projects in China,the demand for engineering safety monitoring data has become increasingly prominent.However,it is a common issue that the safety monitoring schemes are not well tailored to meet the specific requirements of the projects.High-quality construction and high-level development of water resources and hydropower projects mandate taking into account the technical and economic feasibility.The scale and composition of the monitoring system is worthy of in-depth consideration and research for all water resources and hydropower projects.It is necessary to prepare and issue the Technical Guidelines for Post-Evaluation of Safety Monitoring Design of Water Resources and Hydropower Projects and launch pilot work on post-evaluation of safety monitoring design for water resources and hydropower projects as soon as possible.Drawing on advanced concepts in engineering safety monitoring both domestically and internationally,based on the ideas and practice of post-evaluation of projects in domestic water conservancy and hydropower industry,and in view of the actual need of safety monitoring,this paper proposes the objectives and principles for post-evaluation of safety monitoring design for water resources and hydropower projects.It also preliminarily outlines the main tasks and methods,aiming to provide a foundation for the formulation of the Technical Guidelines for Post-Evaluation of Safety Monitoring Design of Water Resources and Hydropower Projects.
