摘要
后期扶持政策即将到期,政策的实施和调整不仅与直接扶助对象相关,而且对小型水库移民等利益相关群体也有影响。为探讨后期扶持政策延续的情况下,小型水库移民是否会出现群体性行为,基于知信行理论和认知-态度-行为模型明确研究逻辑,分析不同认知态度组合下可能出现的行为结果。通过问卷调查和访谈发现,大部分小型水库移民对后期扶持政策认知清晰,认可度较高,且支持政策延续;部分小型水库移民对后期扶持政策持无所谓态度,对政策关注度不高;存在认知偏差及持负面态度的移民数量较少,其行为风险是可控的,因此可以预测政策延续基本不会引起移民群体性行为。针对小型水库移民生产生活存在的困难,提出加强基础设施和公共服务设施建设、提高项目扶持精准度、提供兜底性社会保障等建议,以促进小型水库移民可持续发展。
The post-stage support policy is about to expire,and the implementation and adjustment of the policy is not only related to the direct recipients,but also has an impact on stakeholder groups such as small reservoir resettlers.To explore whether small reservoir resettlers might engage in collective behavior if the post-stage support policy is extended,this study adopts the Knowledge-Attitude-Practice(KAP)theory and the Cognitive-Attitude-Behavior model to establish the research framework and analyze potential behavioral outcomes under different cognitive-attitude combinations.Through questionnaire surveys and interviews,it is found that,most small reservoir resettlers have a clear understanding of the post-stage support policy and express high satisfaction and support its extension,some small reservoir resettlers hold an indifferent attitude toward the post-stage support policy and pay little attention to it,and the number of resettlers with cognitive biases or negative attitudes is relatively small and the associated behavioral risks are manageable.Therefore,it can be predicted that the continuation of the policy will not trigger collective behavior among resettlers.Addressing the difficulties faced by small reservoir resettlers in their production and daily lives,recommendations such as strengthening infrastructure and public service facilities,improving the precision of project support,and providing safety-net social security are proposed to promote the sustainable development of small reservoir resettlers.
