人力资本梯度升级创新驱动效应研究

On the Driving Effect of Innovation in Gradient Upgrading of Human Capital

摘要 本文基于DEA模型测算创新绩效指标,将人力资本梯度分为人力资本质量结构梯度和人力资本行业配置梯度两个维度,人力资本质量结构梯度采用向量夹角矩阵测算的人力资本高级化指数,人力资本行业配置梯度采用比值法测算的劳动密集型行业与技术密集型行业就业者总数量之比。通过对创新驱动人力资本梯度升级内部效应的研究假设进行检验,可知人力资本梯度升级的创新驱动内部效应受到技术的侵蚀效应和教育的滞后效应影响,创新驱动在一定程度上促进质量结构梯度升级,驱动人力资本加速向技术密集型行业配置,同时也会带来行业错配问题。据此提出鼓励部分本科下沉职业化和职业教育正规化以及实行优先发展教育战略,以加大教育投入的对策建议。 Employing the DEA model to measure innovation performance indicators,this article categorizes human capital gradients into two dimensions:human capital quality structure gradient and human capital industry allocation gradient.The human capital quality structure gradient is calculated by using the human capital sophistication index derived from the vector angle matrix,while the human capital industry allocation gradient is measured by the ratio of total employment in labor-intensive industries to that in technology-intensive industries,calculated using the ratio method.By testing the research hypothesis on the internal effects of innovation-driven human capital gradient upgrading,it is found that the innovation-driven internal effects of human capital gradient upgrading are influenced by the erosion effect of technology and the lag effect of education.Innovation-driven development promotes the upgrading of the quality structure gradient to some extent,accelerating the allocation of human capital toward technology-intensive industries,but it also leads to industry mismatch issues.Based on this,policy recommendations are proposed:encouraging the downward shift of some undergraduate programs toward vocational education,formalizing vocational education,and implementing a strategy of prioritizing education development to increase educational investment.
