摘要
投资是人类社会最重要的经济活动之一。从广义上讲,投资于人可以提高劳动者素质,积累更多人力资本,推动科技创新和产业创新,提升全要素生产率,实现“物”的承载与“人”的赋能双向增效。只有人的素质提高,才能不断地推动思想观念创新、制度创新、管理创新、技术创新等,从而催生新质生产力。进入新发展阶段,我国要提高对投资于人重要性的认识,着力构建投资于人促进经济发展和民生改善良性循环的机制,加大保障和改善民生的力度,在实现投资于物和投资于人的紧密结合中,促进经济发展和民生改善良性互动。
Investment is one of the most important economic activities in human society.In a broad sense,investment in people enhances the quality of the labor force,accumulates human capital,promotes scientific and technological innovation as well as industrial innovation,and raises total factor productivity,thereby realizing the two-way synergistic effects of the material foundation and human empowerment.Only through continuous improvement in human quality can innovation in ideas,institutions,management,and technology be sustained,ultimately achieving innovation-driven development and fostering new quality productive forces.As China enters a new stage of development,it is essential to strengthen awareness of the importance of investing in people,to focus on building a virtuous-cycle mechanism through which investment in people promotes both economic development and improvements in people's livelihoods,and to intensify efforts to safeguard and enhance social welfare.Through the close integration of investment in physical capital and investment in people,a positive interaction between economic growth and the improvement of people's livelihoods can be achieved.
