摘要
国民政府在收复南海诸岛以前,对执行收复工作的部门主体、收复岛屿的范围以及岛屿的名称进行了充分讨论。中国台湾所藏相关档案文献显示国民政府对收复南海诸岛相关商讨呈现出阶段化差异性。在前期的讨论和准备工作中,国民政府同时从内政和外交两个方面来考虑南海诸岛的收复问题;在后期进行收复工作的具体策划时,比较重视外交影响和国际法原则的运用。但由于抗战时期日本侵占南海诸岛后更改地名,给国民政府在收复南海诸岛前进行地名认定和收复范围认定造成了一识困扰。
Before the national government of the Republic of China recovered the South China Sea Islands,it fully discussed the authorities responsible for the recovery,the scope of the islands to be recovered,and the names of the is⁃lands.Relevant archives and documents held in Taiwan of china reveal that the national government’s discussions on reclaiming the South China Sea islands exhibited phased differences.In the preliminary discussion and preparation,the national gov⁃ernment of the Republic of China considered the issue of the recovery of the South China Sea islands from the perspec⁃tives of internal affairs and diplomacy.In the later stage,when specific plans for the recovery were being formulated,greater emphasis was placed on diplomatic implications and the application of principles of international law.However,the change of geographical names after the occupation of the South China Sea islands by Japan during the War of Resis⁃tance against Japanese Aggression caused certain troubles for the national government of the Republic of China to confirm the geographical names and the scope of recovery before the recovery of the South China Sea islands.
