摘要
基于构建覆盖全面、算法科学的行业碳排放量化标准体系,针对建筑行业碳排放量化的多样化需求、行业量化标准的供给现状及现有量化标准的差距与不足,通过辨析碳计算与碳核算、企业碳核算与工程碳足迹的应用边界,思考建造前、建造中、建造后不同阶段碳排放量化标准的适用性,厘清建筑行业“算什么”“怎么算”的困惑,提出打造“设计碳计算、企业碳核算、工程碳足迹”三位一体碳排放量化标准体系的构想,并对加快行业量化标准体系的顶层设计、加快迭代与改进设计碳计算标准、分类施策制定企业碳核算标准、工程碳足迹核算标准的路径选择提出了若干建议,助力建筑行业的碳排放量化活动走上“算得准”之路。
This study addresses the need to establish a comprehensive and scientifically carbon emission quantification standard system for China's construction industry.It examines the diverse demands for carbon emission quantification,assesses the supply status of industry quantitative standards,and the gaps and shortcomings of existing quantitative standards.Specifically,it differentiates between carbon calculation and carbon accounting,and delineates the respective application scopes of corporate carbon accounting and project carbon footprinting.Furthermore,it analyzes the applicability of quantification standards across the pre-construction,construction,and post-construction stages.By resolving the fundamental questions of“what to quantify”and“how to quantify”,the paper proposes an integrated,three-pillar carbon emission quantification standard system encompassing design carbon calculation,corporate carbon accounting,and project carbon footprinting.Finally,it offers recommendations for advancing the top-level design of this industry-wide quantitative standard system,accelerating the iteration and improvement of design carbon calculation standards,developing tailored corporate carbon accounting standards,and selecting appropriate pathways for project carbon footprinting standards.These steps aim to guide the the construction industry toward accurate and reliable carbon emission quantification.
