摘要
近年来中国畜牧业规模化、设施化进程快速推进,畜禽规模养殖场数量逐年增加,土地资源供给逐渐成为设施畜牧业高质量发展的核心要素与关键制约。当前中国逐步形成管理办法明确化、用地管控精细化、规模控制标准化的制度框架,为设施畜牧业发展提供了基础保障。然而,实际生产过程中仍面临场区选址困难、用地类型界定模糊、辅助设施用地以及产业融合发展用地不足等难题。为完善设施畜牧用地管理制度、促进畜牧业高质量发展,本研究提出应坚持规划引领,主管部门主动服务,化解选址困境;制定设施用地分类标准与建设规范,消除政策执行差异;探索辅助设施用地“集中供给、共享使用”模式,提升资源配置效率;推广多层立体养殖技术,实现节地增效;创新用地供给方式,满足产业融合发展需求等对策建议。
In recent years,China's animal husbandry has witnessed rapid progress in scaling-up and facility-based development,with a year-on-year increase in the number of large-scale livestock and poultry farms.Land resource supply has gradually become both a core element and key constraint for the high-quality development of facility-based animal husbandry.China has gradually established an institutional framework characterized by clarified management measures,refined land use regulation,and standardized scale control,providing fundamental guarantees for the development of facility-based animal husbandry.However,practical production still faces multiple challenges including difficulties in farm site selection,ambiguous definitions of land use types,insufficient land allocation for auxiliary facilities,and inadequate land resources for integrated industrial development.In order to improve the management system for facility-based animal husbandry land use and provide references for promoting high-quality development in the industry,countermeasures were put forward from adhering to planning guidance and proactive services from competent authorities to resolve site selection challenges;formulating classification standards and construction specifications for facility land to eliminate discrepancies in policy implementation;exploring a"centralized supply and shared use"model for auxiliary facility land to enhance resource allocation efficiency;promoting multi-layered three-dimensional farming technology to achieve land-saving and efficiency improvements;and innovating land supply methods to meet the needs of integrated industrial development.
