摘要
基于自然资源资产负债表与“双碳”目标双重约束,本文以18.7万公顷国有—集体交错林区为例,构建“天、空、地、网”一体化测绘信息化框架,集成哨兵-2号(Sentinel-2)与高分六号卫星(GF-6)遥感、激光雷达(Li DAR)、极端梯度提升大数据回归及精密单点定位(PPP)推广模式。研究表明,森林资源利用率由62%提至80%,碳储量估算均方根误差(RMSE)降低1.1 t/hm2,香农多样性指数(Shannon)多样性指数由1.71增至2.05;投资回收期5.2年。研究为自然资源资产化管理提供了可复制的技术、管理、政策闭环方案。
Based on the dual constraints of natural resource balance sheet and"dual carbon"target,this paper takes the 187,000-hectare state-collective staggered forest area as an example to build an integrated surveying and mapping informatization framework of"sky,space,ground and network".Integrated Sentinel-2 with GF-6 remote sensing,LiDAR,eXtreme Gradient Boosting big data regression and PPP promotion mode.The results showed that the forest resource utilization rate increased from 62%to 80%,the estimated RMSE of carbon storage decreased by 1.1 t/hm²,and Shannon diversity index increased from 1.71 to 2.05.The payback period is 5.2 years.The research provides a replicable closed-loop scheme of technology,management and policy for the management of natural resources.
