摘要
生态系统是一个相互关联、动态平衡的有机整体,物种间的相互作用具有未知性与不可预测性,任何人为的资源开发、废弃物排放等干扰行为,都可能打破生态系统的稳定,损害其核心生态功能。在全球城市化浪潮的推动下,秘鲁经历了快速的城市化进程,大规模的人口迁移与工业化发展相伴而行,带来了无序扩张的困境,使得各类环境问题日益凸显,成为制约秘鲁可持续发展、威胁居民生活质量的关键瓶颈。当前,全球气候治理进入新阶段,中拉绿色合作不断深化,秘鲁在绿色基建、新能源等领域的国际合作逐步推进,但国内城市环境治理的诸多挑战仍未得到有效解决。厘清秘鲁城市化进程中环境问题的表现、成因与影响,不仅有助于推动秘鲁自身生态环境改善与可持续发展转型,也能为同类发展中国家城市环境治理提供参考与借鉴。基于此,本文将系统梳理秘鲁城市环境治理面临的挑战与具体问题,为后续探索可行的治理路径奠定基础。
An ecosystem is an interconnected and dynamically balanced organic whole,and the interactions between species are unknown and unpredictable.Any human activities such as resource development or waste discharge can disrupt the stability of the ecosystem and damage its core ecological functions.Driven by the global wave of urbanization,Peru has experienced a rapid urbanization process,accompanied by large-scale population migration and industrial development,which has brought about the dilemma of disorderly expansion,making various environmental problems increasingly prominent and becoming a key bottleneck restricting Peru's sustainable development and threatening the quality of life of its residents.At present,global climate governance has entered a new stage,and China Latin America green cooperation continues to deepen.Peru's international cooperation in green infrastructure,new energy and other fields is gradually advancing,but many challenges in domestic urban environmental governance have not been effectively addressed.Clarifying the manifestations,causes,and impacts of environmental issues in Peru's urbanization process not only helps promote Peru's own ecological environment improvement and sustainable development transformation,but also provides reference and inspiration for urban environmental governance in similar developing countries.Based on this,this article will systematically review the challenges and specific issues faced by urban environmental governance in Peru,laying the foundation for exploring feasible governance paths in the future.
