摘要
跨境电商正成为中国构建“双循环”新发展格局的重要支点。文章聚焦知识要素的循环流动,利用2006~2020年Inco Pat合享全球专利数据库识别专利在城市间的转移活动,以跨境电商综试区的设立为准自然实验,采用交错双重差分模型(staggered-DID)考察了跨境电商综试区对城市间知识流动的影响。研究发现,跨境电商综试区的设立显著促进了城市间知识流动。该结论在经过多种稳健性检验后依然成立。机制检验表明,这种影响主要通过减少制度性交易成本和提高知识产权保护水平得以实现。异质性分析表明,跨境电商综试区的设立因城市行政级别、区域创新创业能力以及“数字鸿沟”的差异而对城市间知识流动产生差异化影响。该研究为更高效地发挥跨境电商综试区的知识溢出与知识集聚功能提供了经验证据。
Cross-border e-commerce is emerging as a crucial fulcrum for China to foster the new development paradigm of"dual circulation".This paper focuses on the circular flows of knowledge factors,and identifies transfer activities of patents among cities based on the IncoPat Global Patent Database from 2006 to 2020.By taking the establishment of comprehensive pilot zones for cross-border e-commerce as a quasi-natural experiment,the paper employs staggered-DID model to explore the impact of these comprehensive pilot zones on inter-city knowledge flows.The research shows that the establishment of comprehensive pilot zones for cross-border e-commerce significantly facilitates inter-city knowledge flows.This conclusion remains valid after various robust tests.The mechanism test reveals that this effect is mainly achieved by reducing institutional transaction costs and improving intellectual property protection level.The heterogeneity analysis indicates that the establishment of comprehensive pilot zones for cross-border e-commerce exerts heterogeneous effects on inter-city knowledge flows owing to the differences in the administrative levels of cities,the regional innovation and entrepreneurship capabilities,and the"digital divide".This research provides empirical evidence for comprehensive pilot zones for cross-border e-commerce to more effectively exert their functions of knowledge spillover and knowledge agglomeration.
