美国课后服务质量标准的关键领域与核心特征

摘要 课后质量标准是保证美国课后服务质量的关键举措之一。美国各州政府在联邦政府引导下建立的课后服务质量标准涵盖了课后项目的设计、评估,工作人员资质要求以及学生安全保障等多个方面。通过分析佛罗里达州、伊利诺伊州、北卡罗来纳州以及印第安纳州的课后服务质量标准,发现各州标准均体现出聚焦于学生群体的自我成长、课后服务工作人员的专业素养以及标准本身切实可行的共同特征。借鉴美国课后质量评价的经验,建议我国课后服务质量改进工作应从制定统一具体的课后质量标准,坚持以学生为中心的服务理念,提升课后服务人员专业化水平三方面入手。 After-school quality standards are one of the key measures to ensure the quality of after-school services in the United States.Under the guidance of the federal government,the quality standards of after-school services established by states in the United States cover the design and evaluation of after-school programs,the qualification requirements of staff and the safety of students.By analyzing the quality standards of after-school services in Florida,Illinois,North Carolina,and Indiana,it was found that the standards in each state reflect common characteristics of focusing on the self-growth of student groups,the professional competence of after-school service staff,and the practicality of the standards themselves.Based on this,drawing on the advanced experience of America's afterschool quality standards,it is suggested that the improvement of post-school service quality in China should start from three aspects:formulating unified and specific after-school quality standards,adhering to the student-centered service concept,and improving the professional level of after-school service personnel.
