摘要
社会信用体系是社会主义市场经济体制和社会治理体制的重要组成部分。建设具有中国特色的社会信用体系,对推动现代化经济体系建设、提升国家治理现代化水平具有重大意义。内蒙古以诚信建设为抓手,通过强化组织领导、加强信用法治建设等措施夯实社会信用体系建设基础。然而,当前在采信、建信、管信、用信方面仍存在进一步提升的空间。为此,研究提出“十五五”时期内蒙古推进社会信用体系建设的路径包括:扩大信息采集范围,明确数据采集主体;健全信用数据共享制度,提高技术支持水平;完善企业信用评价体系,推动城市群信用监管一体化;丰富守信激励和失信惩戒的应用场景;凝练诚信精神,讲好内蒙古诚信故事。
The social credit system is a crucial component of the socialist market economy and the social governance framework.Building a social credit system with Chinese characteristics is of great significance for modernizing the economic system and advancing national governance modernization.Focusing on integrity building,Inner Mongolia has taken measures such as strengthening organizational leadership and enhancing credit-related legal construction to consolidate the foundation for building a social credit system.However,there remains room for improvement in areas such as credit information collection,credit system construction,credit data management,and credit application.This study proposes pathways for advancing the social credit system in Inner Mongolia during the 15th Five-Year Plan period,including expanding the scope of information collection and clarifying data collection entities;improving the credit data sharing mechanism and enhancing technical support;improving the corporate credit evaluation system and promoting integrated credit supervision within urban clusters;enriching application scenarios for rewarding integrity and penalizing dishonest behaviors;and effectively promoting integrity stories in Inner Mongolia.
