摘要
党的二十届四中全会将“加强普惠性、基础性、兜底性民生建设”作为“十五五”时期保障和改善民生的重要抓手。公共文化服务作为民生建设的重要组成部分,也被赋予提质增效的新时代发展要求。在此背景下,本文构建了主体覆盖全民性、服务供给多元性、过程维度均等化、效能品质专业性的“四维一体”理论框架,为推动公共文化服务从“规模覆盖”迈向“优质普惠”奠定了理论基础。当前,普惠性公共文化服务体系建设仍面临资源配置非均衡、服务供给粗放化、制度保障碎片化和数字服务接入性障碍等多重现实梗阻。为此,政府应通过理念重塑推动从“文化管理”向“文化治理”转型,以“刚柔并济”的制度体系筑牢保障底线、激活社会参与,并以“数字普惠”为导向弥合服务鸿沟,从而将普惠性理念转化为切实的文化惠民成果,为夯实文化强国根基、提升全民文化、推动精神生活共同富裕提供体系化支撑。
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China(CPC)identified“strengthening inclusive,fundamental,and essential livelihood development”as a key focus for safeguarding and improving people’s wellbeing during the 15th Five-Year Plan period.As an important component of livelihood development,public cultural services are entrusted with the requirements for enhancing quality and efficiency in the new era.Against this backdrop,this paper constructs a four-dimensional integrated theoretical framework centered on“universal coverage of subjects,diversity in service provision,equalization across process dimensions,and professionalism in effectiveness and quality”,laying a theoretical foundation for advancing public cultural services from“scale coverage”to“highquality inclusivity”.Currently,the construction of an inclusive public cultural service system still faces multiple practical obstacles,including imbalanced resource allocation,extensive service provision,fragmented institutional safeguards,and barriers to digital service accessibility.Therefore,the government should promote a transformation from“cultural management”to“cultural governance”through conceptual renewal,establish a robust institutional system that combines“rigidity and flexibility”to solidify safeguards and stimulate social participation,and narrow service gaps with a“digital inclusivity”orientation.By doing so,the concept of inclusivity can be translated into tangible outcomes that benefit people culturally,providing systematic support for strengthening the foundation for building up China’s strength in culture,enhancing the cultural literacy of the entire population,and promoting common prosperity in spiritual life.
