新质生产力赋能全域土地综合整治的机制与路径——以象山县东部海岸带片区为例

The Mechanisms and Pathways of Empowering Comprehensive Land Consolidation with New Quality Productive Forces:A Case Study of the Eastern Coastal Belt in Xiangshan County

摘要 以新质生产力为切入点,系统解析其技术集约化、要素协同化与治理智能化的核心特征,结合全域土地综合整治的国土空间重构、生态功能修复和产业要素重组三维属性,建构“理论内涵—作用机制—实践路径”的复合分析框架。研判全域土地综合整治的发展趋势,并提出科技创新驱动、绿色低碳引领、数字化平台支撑、制度与政策创新等全域土地综合整治路径。基于此,结合浙江省宁波市象山县的全域土地综合整治案例进行实证研究,以期为国土空间治理现代化提供理论支撑和实践范式,并为沿海经济带的高质量发展提供参考。 Commencing with the new quality productive forces,a systematic analysis is conducted on the core characteristics of technological intensification,factor collaboration,and governance intelligence.In conjunction with the three-dimensional attributes of comprehensive land consolidation,namely territorial space reconstruction,ecological function repair,and industrial factor restructuring,a composite analytical framework of"theoretical connotation-functional mechanism-practical pathways"is established.The development trends of comprehensive land consolidation are studied and analyzed,and paths for comprehensive land consolidation,such as being driven by scientific and technological innovation,led by green and low-carbon development,supported by digital platforms,and facilitated by institutional and policy innovation,are proposed.Based on this,an empirical study is conducted by taking the case of comprehensive land consolidation in Xiangshan County,Ningbo City,Zhejiang Province,with the aim of providing theoretical support and practical paradigms for the modernization of territorial spatial governance and offering references for promoting the high-quality development of coastal economic belts.
