摘要
美丽乡村建设是推动城乡融合发展的重要工程与载体。西安秦岭北麓地区兼具西安都市圈郊野旅游服务、果蔬供给保障及生态安全屏障等多重功能,但其村庄发展受生态格局刚性管控与建设用地指标有限的双重约束,亟待通过美丽乡村建设挖掘存量空间价值、突破发展瓶颈。然而,在乡村旅游带来的发展机遇下,该区域仍面临地质灾害频发、多主体管控低效、用地斑块细碎化等现实困境。对此,引入空间生产理论,基于“区域空间格局优化—连片单元用地调控—全域全要素协同”的逻辑脉络,构建起空间协同、治理协同、要素协同三位一体的美丽乡村建设框架。同时,以鄠邑区秦岭北麓村庄为例,提出连片单元划定、分区动态调控、全域要素统筹导控等方面的村庄营建策略,为西安秦岭北麓村庄的规划实践提供借鉴。
The construction of beautiful countryside is a significant project and vehicle for promoting the integrated development of urban and rural areas.The northern foothill area of the Qinling Mountains fulfills multiple functions,including suburban tourism in the Xi'an metropolitan circle,vegetable supply assurance,and serving as an ecological security barrier.Nevertheless,the development of villages in this area is constrained by both the strict control of the ecological pattern and the limited availability of construction land.It is essential to explore the spatial values and overcome the development bottlenecks through the initiative of beautiful countryside construction.However,despite the development opportunities,there are still practical challenges,such as frequent geological hazards,inefficient governance by multiple stakeholders,and fragmented land parcels.With the introduction of the theory of spatial production,a ternary planning framework for beautiful countryside construction,namely"spatial coordination,governance coordination,and factor coordination"has been established based on the logic of"optimizing the regional spatial pattern-adjusting the contiguous unit land-coordinating the whole area and all elements".Meanwhile,taking the villages in the northern foothill area of the Qinling Mountains in Huyi District as a case study,strategies for village construction have been proposed from the perspectives of delineating contiguous units,dynamically adjusting zoning,and governing the whole area and all elements.This provides a reference for the planning practice of villages in the northern foothill area of the Qinling Mountains in Xi'an.
