高校数字治理水平何以提升?——基于TOE理论框架的多案例分析

What is the best way to improve digital governance in higher education?——A Multiple Case Analysis Based on TOE Theoretical Framework

摘要 数字治理水平已成为衡量高校综合实力与现代化治理能力的重要标志。近年来,各高校持续推进数字化建设,以数字技术驱动治理流程再造与治理能力提升。本文基于TOE理论构建分析框架,选取浙江大学、上海交通大学、西安电子科技大学、武汉理工大学四所代表性高校开展多案例研究,旨在提炼高校数字治理水平提升的内在规律。研究表明,高校数字治理水平受到技术—组织—环境三维要素的共同影响:在技术层面,数字基础设施、数字学习资源与数据治理是核心驱动;在组织层面,组织战略、组织结构与组织保障发挥关键支撑;在环境层面,政府政策引领、外部交流合作与师生需求牵引构成重要外部动力。由此可见,高校推进数字治理应统筹技术、组织与环境多方面因素,协同发力并实现三者的动态平衡与良性互动,从而整体提升数字治理水平与治理效能。 The level of digital governance has become a crucial indicator for measuring the compr ehensive strength and modern governance capacity of universities.In recent years,higher education ins titutions have continuously advanced digitalization,leveraging digital technologies to drive the redesign of governance processes and enhance governance capabilities.Based on the TOE(Technology‑Organiz ation‑Environment)theoretical framework,this paper conducts a multi‑case study of four representative universities—Zhejiang University,Shanghai Jiao Tong University,Xidian University,and Wuhan Unive rsity of Technology—to explore the underlying mechanisms for improving digital governance in univers ities.The findings indicate that the digital governance level in universities is jointly shaped by technol ogical,organizational,and environmental factors.At the technological level,digital infrastructure,digita l learning resources,and data governance serve as core drivers.At the organizational level,organizatio nal strategy,structure,and support mechanisms play key supporting roles.At the environmental level,government policies,external cooperation,and the demands of faculty and students constitute important external forces.Therefore,advancing digital governance in universities requires a holistic approach tha t integrates technological,organizational,and environmental dimensions,promotes synergy among them,and achieves dynamic balance and positive interaction.Only through such coordinated efforts can uni versities enhance their overall digital governance capacity and effectiveness.
