摘要
基于话语制度主义视角的考察表明,县中教育治理逻辑主要围绕政策文本在观念、制度与实践互动中的生成过程展开。研究发现,县中教育治理话语的演进经历了从“效率优先”“市场渗透”到强调“公平与质量”的三阶段转型;其话语生成依赖于问题的“可见性”塑造、结构—竞争—技术性特征的描述,以及均衡化、质量提升与数字化转型等主题的设定;而其内在张力集中体现为市场—社会、国家—地方、现代知识—应试知识、教育治理—治理教育四重关系的复杂博弈。话语制度主义有效弥合了宏观结构与微观行动之间的分析断层,揭示出政策话语在制度生成与变迁过程中的能动作用,也为破解县中振兴过程中的“城市中心主义”困境、推动治理模式从“外部输血”转向“内生发展”提供了新的思路。
County high schools,as a critical link between urban and rural education,play a pivotal role in the overall balance of China's educational ecosystem.The discourse on the governance of county high schools is not merely a linguistic expression but reflects the complex interplay of ideas,institutions,and practices.Its discursive genealogy reveals the emergence,evolution,and development of the governance logic in county high school educa-tion.The core breakthrough of discursive institutionalism lies in treating discourse as a medium connecting structure and action.From this perspective,the historical progression of policy discourse on county high school governance can be divided into three stages:the efficiency-oriented developmentalist discourse from the 1950s to the end of the 20th century,the market-permeated governance discourse from the late 20th century to 2020,and the moderniza-tion discourse emphasizing fairness and quality from 2020 to the present.The formation of county high school gov-ernance discourse is reflected in the"visibility"shaping of educational issues in county high schools,the character-ization of structural,competitive,and technological features,and the thematic framing of balance,quality improve-ment,and digital transformation.The tensions in county high school governance manifest in four logics:market versus society,state versus locality,modern knowledge versus exam-oriented knowledge,and educational govern-ance versus governance of education.
