摘要
淮河流域安徽段的村庄存在洪涝灾害风险大、人居环境脆弱等问题,因此,开展乡村韧性研究对淮河流域具有重要意义。研究基于适应性循环理论模型,构建了“承受干扰力度-抵御能力-适应能力”淮河流域安徽段乡村韧性评价体系,明确了2001—2021年乡村韧性时空演变特征,划分了乡村韧性类型。结果表明:在时序演变上,淮河流域安徽段乡村韧性整体呈现上升趋势;在时空分异上,整体韧性水平偏低,高韧性乡村主要集中在流域中部地区。依据适应性循环理论模型对淮河流域安徽段各乡村所处的适应性阶段进行落位,主要分为外在干扰主导类、抵御能力主导类和抵御-适应能力协同类3种类别,并提出差异化治理策略。
The rural areas in the Anhui section of Huaihe River Basin are confronted with prominent problems such as high risks of flood disasters and fragile living environments.Conducting research on rural resilience is of great significance for promoting rural revitalization.Based on the adaptive cycle model theory,this study constructs a rural resilience evaluation system for the Huaihe River Basin in Anhui section,consisting of"disturbance magnitude-resistance capacity-adaptive capacity,"clarifies the spatio-temporal evolution characteristics of rural resilience from 2001 to 2021,classifies rural resilience types.The results show that in terms of temporal evolution,rural resilience in the Anhui section of the Huaihe River Basin has generally shown an upward trend.In terms of spatial differentiation,the overall resilience level is relatively low and high-resilience villages are mainly concentrated in the central regions of the river basin.Based on the adaptive cycle theory model,the adaptive stages of each village in the Anhui section of the Huaihe River Basin were positioned,mainly divided into three categories:external interference-dominated type,resistance capacity-dominated type,and resistance-adaptive capacity-coordinated type,and differentiated governance strategies were proposed.
