政策演进下视角我国残疾人职业教育就业赋能机制与优化路径研究——基于政策文本的Nvivo质性分析

摘要 为落实党的二十大精神“完善残疾人社会保障制度和关爱服务体系,促进残疾人事业全面发展”的要求,结合我国残疾人政策从兜底保障向发展赋能的演进导向,选取20份核心政策文本,通过Nvivo11软件质性编码分析,构建含目标要求、实施路径、保障机制三大维度的残疾人职业教育与就业赋能机制模型。实践表明,形成此机制模型为系统性工程,需多主体协同,深化产教融合、强化师资建设、完善就业服务,推动政策精准赋能,助力残疾人高质量就业与全面发展。 In response to the call of the 20th National Congress of the Communist Party of China to“improve the social security system and the care service system for persons with disabilities,and promote the all-round development of the disability cause”,and in line with the evolving direction of China’s disability policy from providing basic living security to development-oriented empowerment,this study selected 20 core policy documents and conducted a qualitative coding analysis using NVivo 11 software.Based on this analysis,a model for the vocational education and employment empowerment mechanism for persons with disabilities is constructed,comprising three dimensions:goal requirements,implementation pathways,and supporting mechanisms.Practices show that this is a systematic project that requires the collaboration of multiple subjects.It is necessary to deepen the integration of industry and education,strengthen the development of teaching staff,improve employment services,promote precise policy empowerment,and help persons with disabilities achieve high-quality employment and all-round development.
